Scott Kupor was sworn in as director of the U.S. Office of Personnel Management on July 14, 2025. In this role, he leads efforts to build a high‑performing, accountable and mission‑driven federal workforce. He brings nearly three decades of executive leadership and investment experience from the technology sector to federal service.

Prior to joining OPM, Kupor was a managing partner at Andreessen Horowitz, helping grow the firm from its founding into one of the nation’s largest venture capital firms. Earlier in his career, he held senior leadership roles at a web hosting company acquired by Hewlett‑Packard, where he led a global support organization within HP’s software division. A former chairman of the National Venture Capital Association, Kupor has testified before Congress on innovation and economic growth, served on nonprofit boards and taught entrepreneurship at Stanford Graduate School of Business. He holds a B.A. and J.D. from Stanford University.
